Goods moving from the EU to Norway require the applicable export and Norwegian import arrangements. Norway is outside the EU customs territory. This is a general document guide: Norway is not included in Cargo Euro Hub’s confirmed freight coverage.
Documents and information to discuss
The responsible traders and their appointed representatives should establish the commercial invoice or appropriate value record, packing details, goods classification, origin and any product-specific documents required for the movement.
Identify the exporter, importer and physical consignee accurately. Explain whether the shipment is a sale, return, repair or temporary movement because that can affect the procedure.
Check the Norwegian process
Norwegian Customs publishes separate guidance on import declarations, duty and tax, temporary importation and preferential treatment. The importer should use the current official requirements for the actual product rather than assuming EU internal-trade rules apply.
Norway participates in common transit, but the correct transit arrangement must still be selected and completed for the shipment. A transit reference does not itself establish final import release.
Before arranging transport with an appropriate provider
- Confirm who prepares export and import declarations.
- Check product restrictions and any required authorisations.
- Reconcile invoice, package and classification information.
- Agree responsibility for duties, taxes and service charges.
- Give the carrier the references needed for the chosen procedure.
